PSYCHOPATH child killer Marc Dutroux chained the girls in her suburban dungeon before the rape, torture and murder is making a bid to be released from prison.
The Belgian serial killer who has planned a mass abduction of girls to create their own underground city of abducted children is in the process of composing sick letters to the parents of his victims.
Dutroux, who claims freedom is his right man “” as a citizen, is the writing of letters “to show that it is not necessarily the monster cold” described in the accounts of its horrific crimes.
Dutrous has been called “the monster of Belgium” since he and his wife, who acted as his accomplice, murdered four girls as young as eight years old.
Two of the girls were buried alive, two died of starvation as the wife of Dutroux, Michelle Martin of the fed, the guard dogs of the imprisoned.
The other two girls were miraculously rescued before Dutroux had time to kill.
One of the girls had spent 80 days chained and raped in a dirty secret room built in one of the psychopaths the many properties.
Eight years after her ordeal, Sabine Dardenne electrified a court when she wondered why Dutroux had not murdered her after grabbing to get off of his bike on the way to school and put it in a white van.
Dardenne described to the court how Dutroux, then a 39-year-old, chained, as his 12-year-old sex slave, and raped her “sweating like an animal”.

The wife of Dutroux, Michelle Martin has served only 13 years for his part in the worst crimes.
“I have one thing to ask of Marc Dutroux, even though I know that I think I know the answer. “Why did he liquidate me, because he was always complaining about my pig-headed stubbornness?” she said, alluding to the fate of the other four girls found dead in his property.
Dutroux said Dardenne, he was saving her from a villain-in-chief” and that she could survive by being a “good girl”.
Dutroux had already told his defense counsel that he planned to create an “underground city”, in a mine shaft abandoned.
“My idea was to carry out mass abductions of children, and then to create, in a mine shaft, a kind of underground city, where good, harmony and security prevail.”
Now Dutroux had asked his last lawyer, Bruno Dayez, to write to the families of the girls he abducted and killed, paving the way for his release from prison in 2021.
His ex-wife Michelle Martin was released by the Belgian authorities of the prison to a convent under half of his sentence, in 2013.
“The step is to take a step towards the victims, to do what we can to call in a vocabulary a little bit outdated, an act of contrition,” Dayez said about Dutroux proposed by letter.
“The idea is to show that it is not necessarily the cold monster that we tend to describe it.
“But it has a certain ability to adhere to the suffering of its victims, to recognize their responsibilities, and to echo that it is not immune to the suffering he has caused.

The father of one of the victims of Dutroux, has denounced the letter on Facebook as “purely strategic for its release”.
Jean-Denis Lejeune is the father of Julie Lejeune, one of the two eight-year-old girls Dutroux kidnapped in a rampage of crimes which have shocked the whole of Europe.
But the justice system in Belgium, was in part responsible for the fact that the psychopath pedophile was free to engage.
It has never been fully explained why the Belgian police do not have to go directly to Dutroux and stop it when the little girls across the country have started to go missing.
Dutroux, the children of teachers who worked in the Belgian Congo, trained as an electrician and began his criminal career stealing cars, selling drugs and robbing people in violent attacks.
He has made enough money in exchange of stolen cars for the countries behind the iron curtain for the purchase of the seven houses, three of which he would have recourse to the torture of children.
At her main residence in Marcinelle, a former mining in the southern suburbs of the Belgian city of Charleroi, he built a secret cellar hole one meter wide and 1.6 m high and a little over 2m long.
He was hidden behind a concrete door disguised as a shelf.
Dutroux had two children by an early marriage and three by his second Martin, a schoolteacher, whom he had married while they were both in prison.
In 1989, Dutroux was sentenced to a little more than 13 years, Martin to five years for the kidnapping and rape of five young girls in 1986.
The bodies of the teenagers Eefje Lambrecks and An Marchal, were found under a shed, buried alive.

Dutroux himself has behaved in prison and was released in 1992, after only three years.
He went to a government mental health in retirement and was prescribed painkillers, he would have started to hoard.
June 24, 1995, Julie Lejeune and Melissa Russo, both 8, were abducted together outside of a street near their home, in Liege, 85 km to the east of Dutroux’s home in Marcinelle.
They were taken to the house of Marcinelle and locked in the cellar of the keep, while the girls ‘ images have been plastered on missing posters.
Dutroux, a convicted sex offender, has been a prime suspect since the beginning, but he was not arrested.
He sexually abused the girls and made videos of them doing wrong.
On August 22, 1995, An Marchal, 17, and Eefje Lambrecks, 19, were on a camping trip at Ostend, a seaside Belgian city.
The pair disappeared after a tram stop, and may have been picked up in a van later used by Dutroux and his partner, a heroin addict Michel Lelievre, who was paid in drugs.
The girls were forced to swallow a sedative, and brought back to Marcinelle.
Because the dungeon already had two small girls inside, the teenagers were held to the floor and chained to a bed and raped.
Shortly after, Dutroux buried alive in a different property.
In December 1995, the police arrested Dutroux, for its part, in a luxury car racket, and was imprisoned for three months.

Officers searched the house of Marcinelle, while he was in police custody, and a locksmith, which has helped the agents to enter the premises heard voices through the walls.
They were the cries of Julie Lejeune and Mélissa Russo, who is still living in the basement of the dungeon, but the police officer in charge has failed to consider.
The Police left and Michelle Martin continued to visit the house in Marcinelle to feed Dutroux of German Shepherds, but do not enter in the dungeon and give the girls all the food.
At a certain point, Lejeune and Russo starved to death, and their bodies were then buried in garbage bags.
Martin later told a court that she did not open the dungeon, for fear that the girls “like wild animals would come to attack me”.
On March 20, 1996, Dutroux was released from prison.
Two months later, with Michel Lelievre in the white van, Dutroux kidnapped Sabine Dardenne and imprisoned in the Marcinelle dungeon.
For the next 80 days, Dardenne has been shut down in what she called “the room of agony”, fed canned food and brackish water.
She has been allowed to write and occasionally watch tv.
Dutroux was brought to the surface for moments of sex on those days, it was marked with an “X” in her heart-rending diary.
“If I gave to Mr. fun, he allowed me to watch television for one, two, or three hours,” she said later Dutroux trial.

On 9 August 1996, Dutroux and Lelievre kidnapped Laetitia Delhez as she was walking into the house of a public swimming pool.
A person in the street saw a white van and has recorded a partial of the license plate before the 14-year-old was dragged into the van and taken to join Sabine Dardenne in the dungeon.
It was a chance to see who the police believe saved of Sabine’s life, believing that Dutroux had chosen another victim and the intention of getting rid of Dardenne.
For the few days they spent together in Dutroux in prison, Delhez said Dardenne “the whole of Belgium,” was in search of her.
The young girl couldn’t believe it because that Dutroux had told him that her family had abandoned her after refusing to pay him a ransom.
Four days after Delhez disappeared, the police arrested Dutroux, Michelle Martin and Lelièvre.
Once again, the police raided the house of Marcinelle and found nothing.
But Martin and Lelièvre crumbled under questioning and confessed to detectives their roles in the girls ‘ abduction.
Under the policy, custody, Dutroux was taken to the house of Marcinelle and the August 15, 1996 Sabine Dardenne and Laetitia Delhez were found alive.
Their rescue, shown on Belgian television, has given a glimmer of hope for the parents of these young girls who had vanished without a trace.
That was short-lived.
The next day, the brutally abused bodies of Julie Lejeune and Melissa Russo were found in the garden at Sars-la-Buissiere.
On 3 September, the remains of An Marchal and Eefje Lambrecks were exhumed from under a hut at the side of another of Dutroux’s homes.
Hundreds of porn videos, and the home of the sex films that Dutroux had made with his wife Michelle Martin were recovered.
Dutroux told the police several self-serving stories, including that it was to protect the girls from a sinister and powerful child sex ring organized by a Brussels businessman.
He also boasted about how he built his “undetectable” dungeon in a former water cistern.
“I’ve done all the electrical work myself and put in three different lights to illuminate the place really well,” he said.
He had built a table a miniature and has installed a TV for eight years, the girls who he said “agreed to stay in my house because the worst thing would be to get elsewhere”.
The case galvanized the Belgian fury and grief at the botched the investigation into Dutroux and the missing girls, and sloppy police work.
A massive protest march of 300,000 people on the Belgian capital, Brussels, has demanded reforms to the justice system of the country.
In 1998, Dutroux managed to escape for several hours in a courthouse.
More than seven years after his arrest, Dutroux went to trial in 2004, with his wife and Lelievre tried as accomplices.
All three were found guilty, Dutroux receive a sentence of life in prison, Martin 30 years and Lelievre 25.
Despite the public outcry, Martin has been released on parole after serving 13 years.
Lelievre has been granted leave from prison, and Marc Dutroux now campaigns for his release to wear an electronic ankle.
Currently in the prison of Nivelles, a short drive from where he imprisoned the girls Dutroux says he is “more dangerous”.
