What will Pasees, so shall you reap: Agramunt is not removed, the new leader is not chosen

STRASBOURG, October 9 — RIA Novosti, Christina Moon Rodriguez. The PACE all day Monday trying to select a new head Assembly, but neither of the two presented in this post candidates could gain the required number of votes. The third round of elections decided to be held on Tuesday morning.
It was not so conceived

The October session was planned quite different.

During the session, which opened Monday, was the formal dismissal of the head of PACE Pedro Agramunt through voting. For the procedure in June, the Assembly took the unprecedented step of changing its basic document — the rules. Previously, he did not include the possibility of dismissal from the elective post. The scandal surrounding Agramunt erupted during the April session of PACE, when MEPs criticized the Spaniard for his March trip to Syria.

However, last week Agramunt, citing health problems, resigned, the acting Chairman was the Briton Roger Gale. On Saturday evening it became known that the PACE appeared two candidates for the presidency of the organization: Stella Kyriakides (Cyprus) and Emanuelis Zingeris (Lithuania).
Candidates

Kyriakides is a representative of the delegation of Cyprus in the Assembly from 20 June 2016. The Chairman of the PACE Committee on social Affairs, health and sustainable development, included in the statutory bodies of the Assembly. The author reports on the access of children in Europe, social assistance and reports on the problems of diagnosis of breast cancer in Europe. One of the signers of the petition for mixing Agramunt.

Zingeris, member of Lithuanian delegation to PACE on January 26, 2009. Included in the Assembly Committee on legal Affairs and human rights and Subcommittee on the Middle East and the Arab world. Headed the observer mission of PACE in the parliamentary elections in Georgia in 2016. The author of a written Declaration “the international community’s Response to the growing pressure of the Russian occupation in the Crimean Tatars,” suggestions on the preparation of the resolution on “the Continuing need for the restoration of human rights and the rule of law in the North Caucasus region”. PACE Rapporteur on the murder of Russian politician Boris Nemtsov. One of the signatories of the petition for the removal from office of Agramunt.
Elections, elections

Despite the alternative, the parliamentarians failed on Monday to elect a new head Assembly.

Neither morning, nor evening the vote of the absolute majority of 152 votes, none received.

Moreover, if in the morning in the vote was attended by 212 MPs, then in the evening the number has increased to 191 persons. While the Lithuanian MP has lost support in the first round, he received 84 votes, the second — 69.

On Tuesday to win enough will have a simple majority.

Interviewed by RIA Novosti on the sidelines of the Assembly, MEPs were divided in their assessment of the election results. Some of them believe that once this chair for three months (in January 2018, there will be new elections), “can work in a more relaxed mode.” The other part believes that PACE is difficult to decide which to choose: a compromise or a political option.

Moreover, as admitted by one of the MPs, “many went on to discuss the situation with Agramunt, and everything has changed.” The parliamentary Assembly of the Council of Europe (PACE)
