The bill Mizulina to ban the baby boxes did not find sufficient support in the state Duma

Moscow. July 20. INTERFAX – the state Duma on Wednesday rejected a bill Senator Elena Mizulina to ban the activities of the organization anonymous abandonment of newborn children in baby boxes.

The bill proposed to amend the law “On basic guarantees of children’s rights in the Russian Federation” prohibiting activities on organization of anonymous abandonment of children. At the same time the developers of the bill proposed to Supplement the Code of administrative offences article imposing administrative liability of legal entities for such activities in the form of administrative fine in the amount from 1 to 5 million roubles or suspension of activities of legal entities for up to 90 days.

In Russian society from baby boxes are as staunch supporters and bitter opponents.

The arguments “for” referred to the fact that such devices will reduce the number of murders of newborns by mothers. Opponents are appealing to the fact that it will not solve the problem, but will create risks of child trafficking and the sharp increase in the number of failures from babies.

Meanwhile, in the Russian Orthodox Church noted that “for several years in Russia there were only a few baby boxes, and their removal beyond the legal framework does not change anything fundamentally”. About this stated the head of the Synodal Department for Church and society and the media Vladimir Legoyda. In his opinion, the problem of the proliferation of abortions and abandonment of newborn children can be resolved if women see a real alternative in the form of aid and involvement in their lives by society and the state.

For its part, Russian Deputy Prime Minister Olga Golodets said earlier to journalists that it is necessary to deliberately approach the problem with baby boxes. “The abandonment of children in baby boxes is a blatant case. We need to think how to make children who were not wanted, the society promptly picked up to save their lives and give future,” she said.

Minister of healthcare Veronika Skvortsova supported a bill to ban the baby boxes, as the negative consequences of the implementation of this project anymore.

According to the Commissioner under the RF President on the rights of the child Anna Kuznetsova, need to focus on helping young mothers and large families. She stressed that leans towards preventive measures.
