Greg Clarke, the Football team of the president of the Association, is convinced that the planned reforms to its governance structures, including the reservation of three positions on the board for women, to persuade the government and Sport England remains capable of overseeing the sport.
Last month the house of commons has approved a “confidence” motion, IS the ability to reform itself, and the organ is also facing a reduction of the financing after questions were raised about whether it meets the Sport England code for the sport governance.

Clarke, who said he will step down if his response fails to convince the minister for sport, Tracey Crouch, he is serious about the reform of the organization, announced the proposals Monday after six months of consultation with stakeholders.
How to triple the number of women members of the board of directors by the end of 2018, Clarke has proposed to reduce the size of the board from 12 to 10, with a maximum nine-year limit on membership. The proposals also include the addition of 11 members of the Council IS “to ensure that better reflects the inclusive and diverse nature of English football,” in addition to ensuring that all members of the council are active members in the game and may not be elected after the age of 65.
“This set of proposals has passed on what I thought was possible,” said Clarke, who has visited every county, IS his attempt to deal with what he described as a “problem”.
“So I’m confident we will get a fair hearing. If they say that this is unacceptable, I don’t know who is going to do better, and if you trust the government to come in and run the football, yabba dabba doo, let them have a go.”
He added: “it Is 100% of what [the government] is looking for? No. But if you ask me is nine of 10. Falls clearly the area to be able to acceptance. If you want to make a deal, this is great progress, is a once-in-a-generation opportunity to radically change the way in which football works and this deal there is to do. If you do not want to make a deal, you can find something there to fall.”
Sport England has yet to pay most of the £30m grant awarded to the grassroots, in 2013, the government is waiting to see what the reforms introduced by the FA in response to criticism of its structure. Heather Rabbatts is the only woman on the board of Clarke and said that he was committed to change the perception of the FA remains an organisation run by ‘blazer power’.
“My main goal has been to do what is right by the football and try to do better,” he said. “When you talk to people around the football and asks: How can we do better? How can we make it more representative of the people playing the game? How can we get more women and more people from BAME backgrounds on the council and board, make it younger and more progressive? They all buy into these goals. Do not resist at all.”
Despite that, Clarke fell short of ensuring that black and ethnic minorities, would have a presence on the board – a condition that is not expected to Sport England code.
“I was overwhelmed by what I perceive to be reasonable indignation from people who think that the code must have considered that diversity is more than just the women,” he said. “I have not written the code. If I had written the code, he would have had more of an emphasis on ethnic diversity, because I believe that only so strong how can I put women. But, let’s be realistic. We are all called to do is to have three to 10.
“Maybe we could find a way to make sure that the rest of them are not only white, middle-aged, those dudes and you should try to find some space for BAME people in there. If you ask me if I have committed to do so, yes. I can break down exactly how I am going to reach it, but today I’m going to be responsible for the achievement of it.”
The proposals will be outlined to the FA Board meeting on Tuesday, prior to being introduced to the Sport in England. If it is acceptable, the reform will be voted on in the FA, and the regulations May, for the general assembly.
