Decree of the Cabinet of Ministers determines the list of normative documents for production of which does not require the participation of the citizen of Russia. Now to exchange these documents between themselves should the agencies themselves.

The list includes 85 documents provided by 25 Federal Executive bodies, primarily the Ministry of interior and Ministry of defense.

What documents are included in the list?

Among the documents that now don’t need to wear in court, — information on the deprivation of the right of management by vehicles, proof of the presence or absence of criminal record, information about registration at the place of residence, as well as information from the register and the Unified state register of individual entrepreneurs. According to the Ministry, in the first half of 2016 on a Single portal of public services was recorded almost 29 million users, growth rate was more than 1 million people a month. For the first six months of this year was commissioned more than 81 million services, the most popular of them — check traffic fines and pension savings, tax and court debt, applications for driving licences.

As agencies exchange information?

In 2010 was adopted the law “On organization of rendering state and municipal services”, which meant the technological reformation of the system of public services. The document forbade civil servants to demand from citizens documents that already exist in the databases of different authorities.

To implement the provisions of the law was a system of interdepartmental electronic interaction (SMEV). Federal agencies changed on 1 October 2011, 1 July 2012 interdepartmental mode of spread to the regional and municipal level.

The system of electronic interaction for 386 public services provided at different levels, and it is in the framework of the office should be able to 1413 document types without requiring them directly from the people who applied, it follows from the information on a portal of administrative reform.

According to the November 2016, in four regions of Russia on the portal was more than 50% of the local population in Tuva (leading with 57%), Tula and Kursk regions, as well as in the Yamalo-Nenets Autonomous district. Less often the system registers the residents of the Chechen Republic (8.9 percent), Crimea (8.3%) and Ingushetia (8.2 per cent). What’s in it for ordinary Russians?

Published on Monday, the disposal of the government, in fact, adds nothing new to existing law, but rearranges the documents and information that must be requested by regional or municipal authorities of public services in the Federal government.

The fact that from 1 January 2016 valid list of information that may be exchanged by regional or municipal authorities in the case, if the state service is required to provide in another region (27 species information). Now the government clarified the list of documents and information needed by regional and municipal authorities for the provision of public services, but which is available to Federal agencies. The Federal authorities in the process of interdepartmental interaction is adjusted better than in the regions, so for them to make such a list makes no sense, said RBC representative of the Ministry of economic development.

Thus, the already defined lists of documents that Federal authorities can request from the regions, the list of documents that regions may request from each other, and also a fresh list of documents that regions may request from the Federal authorities (government decree of 1 November 2016).

With the exception so-called documents of personal storage, the list of which is recorded in article 7 of the Federal law “On organization of rendering state and municipal services”: passport, education documents, constituent documents, documents of medical examination of social and others. These documents, if necessary, is still necessary to provide personally when applying for government services, said the representative of the Ministry of economic development.
