In Ekaterinburg has declared the HIV epidemic, but there are problems in other regions

MOSCOW, Nov 2 — RIA Novosti. In Yekaterinburg officially declared the HIV epidemic, however, doctors and experts have been arguing about what is causing the alarm situation with the incidence of HIV in the whole of Russia: a growing number of media and mortality from infection. Thus, according to experts, the most critical situation is in the Urals, the Volga region and Siberia.

According to official data, in 2015 in Russia was recorded 93 thousand new cases of HIV infection total number of HIV-infected people living in the country, reached 793 thousand people. According to the Russian health Ministry, published on the website of the office for the prevention of HIV/AIDS, the annual increase in the number of HIV infections is approximately 10%.

At the end of October this year, the head of the government Dmitry Medvedev signed a decree approving the state strategy for combating the spread of HIV by 2020.

Epidemic in Yekaterinburg

As reported on Wednesday, the health Department of the administration of Yekaterinburg, the city officially declared the HIV epidemic. According to management, the city was 26693 cases of HIV infection. This amounts to 1,826 100 thousand people, i.e. 1.8% of the population of the metropolis. In other words, the infected one in 50. In addition, there are 774 children, of whom the diagnosis was confirmed at 342.

The statement noted that in Yekaterinburg recently leading drug route of infection — 52% vs 46%, attributable to the infection through sexual contacts. But, as noted in the report, is the increased incidence occurs just for sexual transmission. It hurts not only young people but also people aged 30 to 49 years.

… Or across the country?

According to the mayor of Yekaterinburg Yevgeny Roizman, a negative situation with HIV is typical for the whole Russia, not only for Ekaterinburg, Ekaterinburg just above detectability.

“This is not an epidemic in Yekaterinburg. It’s an epidemic in Russia. Moreover, in Ekaterinburg, the situation is exactly because we have a very high detection rate. We are doing this purposefully. We have a strong doctors, we have a very strong program to identify. In Yekaterinburg surveyed 23% of the population. Meanwhile, in Russia, it does not rise above 15%. We have one and a half times more people surveyed. And if at this level will be examined in Novosibirsk, Saratov, Samara, Tver, then, believe that there the situation will shoot better,” Roizman told RIA Novosti.

According to him, Ekaterinburg generalized stage of HIV, it starts when infected 1% of the population. And in Ekaterinburg it was announced five years ago.

“I have talked about this year starting with 1999. The fact is that when we had rehabilitation centers, where up to 300 people at a time were we each drove in HIV-center on a Clear. And we found out such a thing, that among heroin addicts-guys — 40% of HIV-infected. As for heroin addicts-the girls, they were infected with HIV almost everything. Moreover, they almost all were prostitutes,” said the mayor.

According to him, in the future, HIV was actively transferred through sexual contact. In addition, when the wave desomorphine drug, even though addicts and used syringes, but took the drug from common bowls, which also contributed to the spread of infection.

Should be checked every

The mayor of Yekaterinburg invited all Russians to check their HIV status, and the authorities of other cities in the country encouraged more actively involved in identifying HIV positive.

“In my opinion, everyone should get tested. If it’s negative HIV status, then take care of yourself, if HIV positive, to protect all others. This is the first thing we can do is to be done,” – said Roizman on Wednesday the TV channel “Russia 24”.

Answering the question about what he would recommend to the heads of other cities, Roizman called “don’t bury your head in the sand not to like dinosaur, whose tail was bitten off six months ago, and he learned about it only today.”

“(We need) to Deploy mobile rapid testing, to show them a good example, to encourage people to at least understand where we are. In order for a problem to solve, you need to understand where we are,” said the mayor of Yekaterinburg.

You need to get treatment

According to official statistics and estimates of experts, Russia has increased the number of HIV carriers is growing and mortality from infection. Annual growth, according to the Russian Ministry of health, published on the website of the office for the prevention of HIV/AIDS is about 10%. Earlier, Russian Deputy Prime Minister Olga Golodets reported that in 2015 year, there were 93 thousand new cases of HIV infection total number of HIV-infected people living in Russia, reached 793 thousand people. The Minister of health of Russia Veronika Skvortsova in June as a result of participation in the high level session of the UN on HIV and stated that Russia must take urgent measures to fight the infection.

As said on Wednesday, RIA Novosti head of the Federal scientific and methodological center for prevention and control of AIDS, academician Vadim Pokrovsky, HIV in the country speaks of the need to improve the organization of treatment.

“It is now about 1.1 million (infected in the country), but it should be noted that of these, more than 220 thousand died, and this is another strong indicator of the epidemic. In particular, last year died of 15.5 thousand, and recorded exactly what they died from HIV infection. This figure compared with 2014 increased by 20%, that is growing more and mortality. This means that the treatment should be improved, because, in principle, HIV now refers to a category of illnesses that can be treated and the worldwide mortality rate is reduced,” said Basil.

According to him, the difficult situation with HIV infection not only in Ekaterinburg, but also in Samara, Irkutsk regions, and in St.-Petersburg and Leningrad region.

“The most critical situation is in the Urals, the Volga region and Siberia… where 1% of the population is officially infected. And of course, the situation is dire: up to 1% of the adult population is infected, and in the age group from 30 to 40 years here we are talking about 2-3% because HIV often become infected in 20-30 years, and 35 years accumulated number of infected people,” added Pokrovsky.

He noted that here are located those regions that are considered areas of generalized epidemic, which means that in these regions more than 1% of pregnant women with HIV infection. The number of such regions in Russia, according to Pokrovsky, is from 15 to 20.

“This is because in these regions is dominated by the urban population. In General HIV is a disease of cities, therefore, where more of the urban population, there is a higher concentration of HIV… the Moscow data are unreliable, we know that there are more than 80 million identified HIV cases,” said Basil, noting that to call the situation with HIV infection in the capital can not be good.

According to the academician, funds allocated for HIV infection in Russia is not enough.

“For the next three years somewhere in the 15-18 billion rubles included in the draft budget but, in my opinion, to really confront the epidemic, we need about 100 billion every year because of those activities, which are reflected in the strategy is not enough to stop the epidemic. Practically not affected by the question of how to stop the epidemic among drug users, almost 50% of new cases among drug users this question remains completely unresolved. And while we decide don’t stop the epidemic in other groups of the population”, — concluded the intercession.

The strategy adopted

In October, Prime Minister of Russia Dmitry Medvedev signed a decree approving the State strategy of counteraction to spreading HIV-infection in Russia for the period up to 2020. As the main target indicators of Strategy implementation defined: the scope of medical examination for HIV infection in the population of Russia; the proportion of persons infected with human immunodeficiency virus receiving antiretroviral therapy total number of persons infected with human immunodeficiency virus who is under medical observation.

It is expected that the results of the implementation of the Strategy will also be evaluated in terms of awareness of the population aged 18-49 years HIV infection and indicator of development and implementation of interagency prevention programs to reduce HIV infection among injecting drug users.
