Interior Ministry: minors involved in 4% committed in Russia of crimes

MOSCOW, 10 Oct – RIA Novosti. Each of the twenty-fourth investigated in Russia a crime, or 4.2% of the total number, committed by minors or with their complicity, according to a review of the state of crime the Main information-analytical center of the Ministry of internal Affairs of the Russian Federation in January – July of 2016.

“31.5 thousand crimes are committed by juveniles or with their complicity, and 10.8% over the same period last year. The proportion of all investigated crimes and 4.2%”, — the document says.

Earlier it was reported that in Krasnoyarsk, during a quarrel between two groups of students because of insults on the social network, 13-year-old seventh-grader stabbed her same age. In Russia, the age of criminal responsibility is set at 14 years, so from the point of view of the criminal code student jurisdiction. At the same time, the judge has the right, on presentation of the juvenile, send the juvenile to special educational institution of closed type of no more than 3 years.

According to the survey, in 2016 identified a total of 639 thousand perpetrators of different crimes. Including, minors among them was 29 thousand, is 10.3% less than last year. Complicit in the crimes was more than 30 thousand students (without specifying the age).

In the list of regions with the highest specific weight of minors in the total number of identified criminals entered Zabaykalsky Krai (8%), Amur (7%) and Novosibirsk oblast (7%). Marked Khabarovsk and Perm Krai, Republic of Mari El Republic, Nenets Autonomous Okrug and the Sverdlovsk, Irkutsk and Kaliningrad region, where the rate is above 6%.

The survey notes that only in 2016, Rossi was initiated 1272 criminal cases for involving of minors in Commission of crime or anti-social activities.
