New York City police commissioner Bill Bratton’s legacy has been marred by controversial policing practices and officer misconduct. Two years ago New York City Police Department (NYPD) officer Daniel Pantaleo was placed on administrative leave after he choked Eric Garner to death during an arrest for selling loose cigarettes. In the two years since Garner’s death, Officer Pantaleo’s pay has increased by roughly $40,000 with overtime and bonuses.
