Divided Europe: will the terror ideology of new revolution?

In recent years France, more than other EU countries, suffered from terrorist attacks. 84 victims of the driver-suicide bomber in nice only added to the tragic list of victims of terrorism in the country. Every year the Institute for Economics and peace calculates the index of the terrorist threat of any country subject to terrorist incidents, the number of human deaths and property damage. In this world list of France was occupied 86th place in 2014, 36 place in 2015, and in 2016, unfortunately, can take another big step towards the first places of the list.

Citizens Of The Republic Of

The November attacks in Paris that claimed the lives of over 130 people and forced the French government to impose a state of emergency with power control inside the country, the passport control on the borders and the suspension of the Schengen agreement. This provision has already been extended twice. 26 may expired deadline and the decision on the new extension of emergency for another two months before the end of July 10 of the championship of Europe on football and ending on 24 July, racing the Tour de France, required the consent of both houses of the French Parliament.

The decision received the approval of the majority, was exceptional in their legal nature. Why President Hollande had to say about the planned abolition of a state of emergency in the country for July 26: “… [France] cannot establish a state of emergency for an indefinite period. This would mean that France is a Republic, in which prevails the rule of law under all circumstances”. Events 14 July 2016, the situation has changed and become a new starting point for a three-month state of emergency on the territory of France. However, neither of the previously introduced state of emergency, nor the increased control failed to prevent a terrorist attack on the streets of nice and is unlikely to do so in the future. The main question — why?

The answer is difficult and will not appeal to those seeking simple solutions. Threats to the security of France lurk not only beyond its borders, they are located on its territory. So it seems a bit strange and detached from reality the first official reaction of the Elysee Palace on the night of July 15: “We will intensify our strikes against Syria and Iraq. We will continue to beat those who threaten us”

Modern France is one of the toughest positions in the pursuit of terrorists and their accomplices. France is the only European country to allow legal denationalization of its citizens. Article 98 — 99 of the Law on citizenship of France set the possibility of deprivation of citizenship within 10 years after naturalization of a citizen in the case of an action providing for punishment exceeding five years ‘ imprisonment. Despite these draconian measures, the terrorist attacks on French territory are not alien “jihadists” and their local collaborators.

The driver is a suicide bomber in nice and the terrorists in Paris were residents and citizens of the French Republic. 25 years of Lacrosse of Abbal who shot two policemen and took hostage the minor child in June 2016 in the French Magnanville — was born in France from parents of Moroccan origin. He’s in for a long time was on a hidden control of the security services as an accomplice and supplier of fighters for the Islamic state (is prohibited organisation in Russia — RBC), but was not prosecuted for these acts. Mohamed Louie was Bouhlel, 31–year-old French citizen of Tunisian origin, killing at least 84 people were well known to local police, repeatedly prosecuted for committing thefts and other violent crimes. However, never come to the attention of the security services, and questions about who was supposed to receive weapons and ammunition, remain unanswered.

In the search for the guilty

Selected for the attack, the day was hardly accidental. More than two centuries ago, the revolutionary masses of dissenters took to the streets of Paris, stormed the Bastille — a symbol of despotism and absolutism, released the prisoners and put on the area of the former fortress — prison the sign that says “dance here”. This was the beginning of the French revolution that changed the social structure, and rocked the thrones and crowns of many European dynasties, and echoed in the echo of Marxism — Leninism on the continent.

Now it has become popular to discuss what Islam in contemporary France and Europe as a whole, comparable to Marxism in the minds of the workers the mid-nineteenth century. There is a misconception that Europe, faced with the protests of Muslim migrants and terrorist attacks, will lose its power and become the lost continent of yesterday’s world. This is not so. Modern terrorists, as opposed to the leaders of Marxism of the nineteenth century do not have a program and an ideology that justifies the inevitability of struggle and social revolution. Under religious slogans of “Jihad against the Western world and its culture” is hidden only one thing — the desire cruelty and unpredictability scare the people of Europe.

But because responsibility for any act of terrorism anywhere in the European continent, whether nice, Paris, Brussels or Madrid — have to take on and European leaders still unable to agree on a common European system for exchange of information in respect of persons suspected of terrorism or having suspicious contacts, and would not build a system of preventive controls for such persons on its territory.
