“Rosneft” sent “Gazprom” Agency agreement on gas export

“Rosneft” has directed in “Gazprom export” draft Agency contract to export its gas to Europe, but has not yet received a response. This was during a telephone conference Vice-President of “Rosneft” Vlada Rusakova.

“What makes you think that we in England are going Russian gas supply? We have work, we work with the Ministry, sent an Agency agreement to “Gazprom export”, but have not yet received a response, waiting for an answer and will continue to work,” she said, answering a question about negotiations on the possible export of gas BP (quoted by TASS).

As previously said RBC senior source in “Gazprom” have confirmed two members of the monopoly and the employee “Gazprom export”, draft agreement, which “Rosneft” sent “Gazprom” through the Ministry of energy, will be rejected “and in essence, and form”. Among the reasons, on which “Gazprom” does not agree to become an agent of Rosneft, the threat of competition “the Russian gas with Russian”, as well as the possible lack of pipeline capacity, said a source in the company.

In early may draft an Agency agreement of Rosneft with Gazprom, told reporters energy Minister Alexander Novak. He noted that the Ministry of energy in favour of retaining a single export channel, and the conclusion of the Agency agreement is a question of civil relations between the two companies.

May 10, Deputy Prime Minister Arkady Dvorkovich, who oversees energy policy, said that the government discusses liberalization of gas exports and has no plans to change the regulatory framework to be able to arrange the export of pipeline gas “Rosneft”. “I know that “Gazprom” and “Rosneft” are among a discussion. If Gazprom wants to work on the basis of Agency agreements — has the right to do himself. But I’m not sure what he wants. At least the comments were that they will not” — said Dvorkovich.

As told RBC sources in March, the head of “Rosneft” Igor Sechin in October 2015, has sent President Vladimir Putin a letter with a request to allow the company to export 7 billion cubic meters of gas to Europe for sale BP. Press Secretary of “Rosneft” Mikhail Leontyev confirmed that the company has a European buyer, but not called him.

According to two sources RBC, Gazprom, in early April 2016 Sechin again has written Putin a letter in which reported that BP is ready in the future to increase the purchase of gas from Rosneft to 25-50 billion cubic meters per year, if the company will be able to export gas independently or through “daughter” of “Gazprom”.

Currently, only Gazprom has the right to export pipeline gas.
