The interior Ministry of Russia proposes to strengthen the monitoring procedure of technical inspection of vehicles. A draft law published Friday on the Federal Internet portal of projects of normative-legal acts.
Now the inspection of vehicles carried out by organizations accredited by the Russian Union of motor insurers (RAMI), which monitors their activities and checks for compliance with the requirements of accreditation. Control over the activities of RAMI and, in turn, provides the Bank of Russia, the document says.
As noted by the authors, “production aspects of inspection operators remain outside the sphere of control, which contributes to the increase in the practice of providing consumers with substandard service and creating unfair industry competition, the spread of mass falsification of information on the conduct of inspections and the discrediting of the Institute of technical inspection”.
Strengthening state influence on the main processes associated with the inspection and maintenance of vehicles, according to the interior Ministry, must be a reaction to “negative developments”.
The draft law provides, inter alia, the transfer of accreditation of operators of checkup from the SAR to the Federal accreditation service (Rosakkreditatsiya), which has “sufficient authority” on accreditation of legal entities and individual entrepreneurs may carry out scheduled and unscheduled inspections, to change the scope of accreditation, confirming the competence akreditovannykh persons or deprive them of accreditation.
In addition, the interior Ministry offered to set the “duty of the visiting accreditation committees with the mandatory participation of the Ministry of internal Affairs of Russia”.

The bill was developed in connection with the increase in the number of road accident with participation of technically faulty transport, said the interior Ministry. “Worsening the situation with accident rate with the participation of technically faulty vehicles, especially cars and motorcycles. The number of dead and injured in such accidents over the last 4 years has increased significantly: the dead — at 256 (91%), injuries 2282 (156%) [per year]” — stated in the explanatory note to the draft law.
The main types of faults, the interior Ministry calls the problem of brake system, external lights, steering, suspension and tires.
