Russian President Vladimir Putin signed a decree that gives Moscow state University. M. V. Lomonosov and St. Petersburg state University the right to independently award academic degrees. This is stated in the message on the Kremlin website.
Amendments to the law allow for the transfer of Moscow state University and St. Petersburg state University, and the teaching zavedeniyam, “reached good results in scientific and (or) scientifically-technical activity and has authority in matters of training of scientific and scientific-pedagogical personnel of higher qualification” of the powers of the government and the competent Federal Executive authority.
The new law gives the organization the right to approve regulations and to establish councils for the protection of dissertations on competition of a scientific degree of candidate of Sciences, doctor of Sciences. These universities also have the opportunity to establish a procedure for the award of degrees, including the criteria which must be met for the dissertation, an order of protection. From now on, the educational organization will be able to consider questions of deprivation and restoration of academic degrees and to approve the forms of diplomas, scientific degrees and procedure of their registration and issuance.
To take advantage of new vozmodno MSU and SPSU will be able from 1 September 2016, and scientific and educational organizations, the list of which is approved by the government, from the date of inclusion of appropriate organizations in the above list, but not earlier than 1 September 2017.
The law was passed by the Parliament on may 10, 2016, the Federation Council approved it on 18 may 2016.
