“Procurement was carried out by the agencies to exercise their functions”, — commented on the increase in the number and total purchases “closed ways” in the first quarter of 2016, the representative of the Ministry of economic development.
The growth in purchases of the “closed” articles in monetary terms is explained by the fact that suppliers have raised prices, says the head of the Centre of public procurement Alexander Stroganov. “Prices are rising because of inflation. Don’t forget that while some of the works on modernization of protection systems for example, are used imported components, that is partly due to the devaluation of the ruble,” he says. In addition, Stroganov indicates that traditionally law enforcement agencies “actively” using the regime of state secrets during routine operations, such as major repairs. This may account for the increase in the number of notifications.
The representative of the press service of Federal Agency for state reserves said RBC that the Agency has not increased the number of closed procedures in the first quarter of 2016 compared with the first quarter last year. “The reserve uses closed ways of definition of suppliers, when information on the Federal needs, to ensure which are purchasing, is a state secret,” — confirmed in the written answer by the reserve.
