In the state Duma a bill to restore the indexation of pensions to working pensioners. The author was the Deputy from the faction “United Russia” Boris Reznik.
In the explanatory note to the document Resnick notes that the abolition of the indexation of pensions to working pensioners “significantly worsens the financial situation” of this category of citizens. In addition, according to him, the deprivation of their rights at the annual indexation of pensions significantly violates the constitutional rights of older persons. Part 2 of article 55 of the Constitution prohibits to enact laws that worsen the lives of Russian citizens, he recalls.
“In many territories of the Russian Federation pension benefits does not provide even the subsistence minimum. In the far East for example, it does not exceed 12 thousand — 14 thousand rbl. taking into account that workers in Northern and Eastern areas, and equivalent areas are retiring much earlier on in a very working age, they are forced to work to feed families, educate children. Work there, as a rule, low,” — said the Deputy.
“In this regard seems fair and necessary to restore the indexation of pensions to working pensioners, at least those who have the amount of the pension does not exceed two living wages”, — said in a note to the document.
At the end of December last year, President Vladimir Putin signed a law suspending, as of 1 January 2016, the indexation of pensions to working pensioners. According to the document, if the retiree ceases work, insurance and pension fixed payment to it is paid including indexation and other adjustments that occurred during the implementation period.
