Possible heads of local lists of “United Russia” on state Duma elections (to be held in autumn this year) told RBC a source close to the leadership of the state Duma, and a senior United Russia. By law, the list is divided into Federal facilities, which includes up to ten people, and affinity groups. The “United Russia” such groups will be up to 40, previously told RBC sources in the party. Given that Russia’s 85 regions, most groups will unite several territories.
Poltavchenko in St. Petersburg and Kaliningrad
On these elections in St. Petersburg, most likely, will unite in a single group with the Kaliningrad region, according to interlocutors of RBC. According to them, the combined list can be headed by the Governor Georgy Poltavchenko. In its press-service could not provide RBC comment, citing the fact that the question of the leader of the list is not included in their competence.
The Secretary of the General Council “United Russia” Sergey Neverov, on the RBC question whether Poltavchenko to top the list, he said, “Oh, why not? But the decision will be taken by the Congress”. At Poltavchenko, high enough to lead the group, adds a source in the party leadership. He notes that as Kaliningrad does not border any region, it is most logical to attach it is geographically close to the Northern capital.
Together with the territorial Governor in the list will include the Director General of the channel “St.-Petersburg” Sergey Boyarsky (the son of actor Mikhail Boyarsky), who recently became co-Chairman of the Central Council of supporters of United Russia. He has already filed an application to participate in party primaries. Also from this group in the Duma should become the Chairman of the Duma Committee on constitutional legislation Vladimir Pligin, according to interlocutors of RBC. He declined to comment. While the businessmen have applied for participation in the primaries from the Rostov region. He has the right to apply and in the other region, said the United Russia.
Besides them, on a high position in the list will be the representative of the Kaliningrad region. And the head of the region Nikolai Tsukanov, most likely, will head the list on elections in legislative Assembly of the region, which is also scheduled for this fall, according to sources RBC.
Applications for the primaries of United Russia in the Northern capital previously filed as acting deputies Evgeny Fedorov, Maria Maksakova and longtime friend of the President Vasily Shestakov (author of the book “Learning judo with Vladimir Putin”), as well as Deputy chief of staff of the state Duma Yuri Shuvalov. Poltavchenko, the boyars, the representative of Kaliningrad and Pligin will lead the party list, the other candidates can run in single-mandate constituencies, said the interlocutor of RBC in the party.
Sobyanin, who has no alternative
Sources RBC, close to the party leadership, reported that, most likely, the list of “United Russia” in Moscow will lead the mayor of Moscow Sergey Sobyanin. But they noted that the mayor didn’t want that, he didn’t like the idea of participating in the next elections, and he advocated that the party list was divided into several parts. In this case the groups were led by prominent deputies of the state Duma.
But in the end, according to sources close to the leadership of the party and the state Duma, it was decided that the mayor is the most powerful figure in Moscow and he should lead a single list.
This information is confirmed by a source close to city hall. Press Secretary sobyanina Gulnara Penkova has not answered the question RBC.
Last year United Russia was told that the governors will follow the party lists only in very rare cases. Later the interlocutors of RBC in the party began to say that all of these governors will be up to ten. In addition Poltavchenko and Sobyanin is, in particular, are irremovable from the mid-90s, the Governor of the Kemerovo region Aman Tuleyev.
An affinity group can take the heads of major regions that have good personal rating of trust and is able to expand support of the party, said the head close to the Kremlin Fund ISAPI Dmitry Badovsky. According to him, such regions may be seven or eight.
The speaker on the field
Leningrad region on the election form a single affinity group with Karelia. Also it may be added either Murmansk or Vologda region, told the interlocutors of RBC, close to the party leadership and the state Duma. This group will be headed by current speaker of the state Duma Sergey Naryshkin. He previously announced plans to run for the lower house of that region. Its press service also declined to comment on the information about the management group.
Since mostly territorial group on elections combine several areas (as is the case with these North-West regions) in most of them the governors do not lead the list, previously told RBC a source in United Russia. Otherwise, if several regions, and is headed by one of the governors, it turns out that one leader is more important than the other areas.
“In General, the Federal center does not want the governors influenced the drafting of electoral lists, so they are excluded from the campaign. Another thing is that this does not apply to the powerful heads of regions, whose interests cannot be ignored,” says a source close to the Duma’s leadership.
But many governors will lead the party lists on elections in legislative Assembly, adds a source close to the Kremlin.
For many governors, the appointment of the head of the regional list is not a matter of political expediency, and the question of their status, acknowledge their heavyweights or not, the analyst believes Eugenic Minchenko. According to him, Poltavchenko cannot be called a powerful “locomotive” on elections in the region, and call the disastrous decision to appoint him head of the regional list would be wrong, he said. “For anybody not a secret that some members of the elite fought against Poltavchenko, and one of the tasks is to fix his position, to show that nothing threatens him,” added the analyst.
Petersburg, Kaliningrad, Karelia, Vologda and Murmansk region – one of the protesting regions of Russia following the state Duma elections of 2011. There for the party in power voted less than 40% of voters. In Moscow according to official data, United Russia party members has supported about 46.5% of the electorate, but after the elections in the capital have passed mass meetings against falsifications.
It is unlikely that the involvement of governors in the elections in these regions will give a bonus for United Russia, said political scientist Rostislav Turovsky. It is about the assignment of a specific group of privileged rights of governors to lead the group to confirm the effects, he said. “As for use, the governors here can only muster a stable electorate at the expense of personal or administrative resources, but not to increase the number of voters”, – sums up the expert.
