The commissioning of the first stage of the Vostochny space centre is being delayed because of constant changes in design and estimate documentation by the “Roscomos” act as a client. About this TASS was reported by the acting first Deputy Director of Spetsstroy Alexander Mordovets.
“The objects of at least technically finished, all completed civil works, engineering systems are fully assembled, but, as before, continue to enter changes in project estimates. So it is not possible to complete a number of works, and as a consequence it is not possible to put the object into operation”, — he said.
Mordovets explained that the documentation did not correspond to the sections in the specification lacks a number of materials and equipment. “I have the feeling that the documentation is assembled in pieces — whether from different parts of the project, whether from different designers,” he added.
The representative of Spetsstroy noted that problems due to poor documentation arise from the very first day of construction. In particular, the contractor must not have been able to purchase the necessary materials and equipment. “Meanwhile, it [the spaceport] the cost is increasing, not least due to the rise of exchange rate for purchases of imported equipment,” he explained.
The first launch from the East was originally scheduled for December 25, 2015 but it was later postponed. In October 2015, President Vladimir Putin announced that the launch should be postponed until spring.
At the end of March 2016 VTB submitted the claim about bankruptcy of the contractor for the construction of the cosmodrome “Dalspetsstroy”.
