Landing a multifunctional fighter-bomber su-34 at the airfield airbase Hamim in Syria
Price of the day
Over the 167 days of the military campaign of Russia in Syria, the cost of one day surgery could increase by almost one and a half times, calculated by RBC based on the data that revealed the Ministry of defense, and experts.
At the end of October 2015, the cost of one day operation was about 156,3 mln (or about $2.5 million at the exchange rate at the time), RBC were counted in the investigation of “how Much Russia spends on the war in Syria.” The calculations took into account spending on combat missions, salaries and daily upkeep of military, cargo delivery and transportation costs.
Since the beginning of the campaign group of the Russian armies increased from 50 to 70 aircraft, at the airport Hamim was the latest su-35 and deployed the corps of army air defence, including s-400. All this could increase the cost per day of operation to about 230 million rubles ($3.3 million at the average rate since the beginning of operation), it follows from the calculations of RBC. The total cost of the operation in Syria can be assessed, therefore, at 38.4 billion rubles (or about $546 million).
Bloomberg in December 2015 reported citing a source in the government that Moscow would spend on military action in Syria in 2016 of at least $1.2 billion, or $million, or 3.28 per day, which roughly corresponds to estimates by RBC. Analysts ING in its report Tuesday estimated the cost of military operations in Syria was about 30 billion rubles.
“This is very approximate figures, but I’m willing to agree with that assessment,” commented RBC calculations the Director of the Center for analysis of strategies and technologies Ruslan Pukhov. In General, Russia’s spending on military operation was very modest, he said: “a Series of exercises during the year is worth more”.
The price of departure
The main part of military expenditures accounted for sorties. Total time for the operation of Russian aircraft, including the latest su-35, multifunctional su-34 and su-24 and su-25, made 8659 sorties (data of the Ministry of defense on February 27). The costs could amount to about 33.7 billion rubles, according to RBC calculations.
In Syria combat missions are divided into three categories according to the radius of the distance flown from the airbase — near, middle and far. According to the official reports of the operation (RBC studied the location of the areas mentioned bombing), about 80% of the departures occurred within the near field (the flight lasts about 40 minutes), the rest of the traffic on the medium distance and long range was not more than 20% (their duration is from one to one and a half hours). With regard to ammunition sources and experts RBC was estimated that the cost of a sortie within the middle radius of 3.5 million rubles., far — 5.5 million rubles.

The second item of expenditure — launch cruise missiles. For all time operation in Syria was started 48 cruise missiles “Calibre”. The cost of launching one missile experts earlier compared with the start of the American equivalent of “Tomahawk” and estimated at least $750 thousand Thus, demonstration of the latest missile could do the Ministry of defense in $36 million, or 2.4 billion roubles (in recalculation at the rate prevailing on the days of the rocket launches).
During the campaign the Russian military lost three soldiers: the pilot of the downed Turkey su-24, marine in the rescue operations and the military adviser, who died under mortar fire. Payments to relatives upon the death of each serviceman amounted to 3 million rubles in addition, equipment was destroyed — bomber su-24 and Mi-8 helicopter. According to Forbes, the cost can be about 390 million rubles and 1.1 billion rubles, respectively.
The exact number of Russian troops stationed in Syria, was not disclosed. As of the end of October, two sources RBC, close to the defense Ministry, reported that the number of troops in Syria is 1600 people. In November, the Agency Reuters citing its own sources wrote that the Russian contingent in Syria was increased to 4 thousand people. The only additional payments from the budget, paid for Russian military involvement in the Syrian operation is per diem for a business trip on the territory of a foreign state, explained to RBC a member of the HRC Sergey Krivenko involved in the protection of the rights of servicemen. According to the calculations carried out on the basis of the order of the Ministry of defence on military pay, the amount of additional allowance for each Russian military involvement in the Syrian operations amounted to $18,6 per day. Judging from the number of military (1,600 people — until November 2015 and 4 thousand people — up to February 2016), the personnel costs for the time the campaign could be about 800 million rubles (the average exchange rate during the campaign).
About 1 billion rubles could be transport costs, the assessment of which is the cost of daily flights of airplanes Il-76, An-124 aircraft from Mozdok to Latakia, and using cargo ships to deliver cargo to the grouping sea.
The cost of the withdrawal of troops from the base Hamim difficult to determine, since it is still unclear what forces will remain at the airport in Latakia, and which will return to their permanent places of duty. Also unclear is the fate of deployed defense systems.
Officially spending on the Syrian campaign was not sounded. Prime Minister Dmitry Medvedev, responding to a question on the cost of the operation in December, said: “It’s a secret”. He stressed that “the use of the Russian armed forces fully in the budget of the Ministry of defence”. “They did not seek to increase defense spending,” added the Prime Minister.
The Ministry of defense also does not advertise data about the cost of the operation in Syria. At the request of RBC, sent Tuesday, the press service of the Agency to provide comment is not managed.
