As railway and ports will work in the regime of martial law

The Verkhovna Rada on November 26 supported the introduction of martial law on the territory of Ukraine, which borders Russia and Transnistria. In the Ministry of Infrastructure on the following day a meeting was held on the introduction of martial law, and, according to sources, heads of sectors MEW instructed not to comment on a number of issues.

Delo.UA already figured out what martial law means for Ukrainians. Now, let’s consider how to work Ukrzaliznytsia and Ukrainian ports, and what consequences may occur to the passenger or the shipper in this situation.

In “uz”, as in the Ministry of Infrastructure, hastened to reassure passengers and business of the abolition of passenger or freight trains should not be. As reported by the acting Chairman of the Board of “Ukrainian Railways” Evgeny Kravtsov, trains run according to schedule.

“Within the limits of the competence that I can comment on, say, today, “Ukrzaliznytsya” operates steadily… No cancellations for passenger or freight trains should not be, everything runs on schedule in accordance with the usual regime”, — said Kravtsov, adding that there is enhanced mode in the direction of military operations.

If we talk about the changes they have brought to the work railway monopoly military position in the us reported that the Agency’s own efforts and “special forces” strengthened protection of critical infrastructure, passenger stations, particularly in areas where martial law as well as containers with dangerous cargo.

Whether late trains?

According to the statement of the Minister of infrastructure Volodymyr Omelyan, the Ministry introduced a special regime of work of railway transport. It provides for the guaranteeing capacity of the rail network and rolling stock appropriate for the needs of defence in key areas identified by the General staff of the Armed forces of Ukraine.

“Also, the priority in the assigning of the trains will be determined by the need for transportation in the conditions of wartime, the decisions of the military command,” — said Omeljan.

This means that for the us the priority in transportation has become a military direction. This, in turn, may result in the delay or cancellation of trains. However, in the “Ukrzaliznytsia”, though not rule out such an option, specify that it is unlikely.

“We see no reason to delay trains. We work in conditions of mobilization, in terms of compliance (military — ed.) job active the past 4 years. Over the 4 years we were able to build the work so that the military tasks of the state do not affect traffic”, — said Kravtsov.

Whether repealed railway transit from Russia?

The answer will be. The Minister of infrastructure of Ukraine said that Ukraine will not restrict transit traffic from Russia.

“The transit we have no right to cancel, because it is a violation of our international obligations,” — said Omeljan.

Whether cancelled trains in Russia?

Probably not. Despite the old statements of the Minister of infrastructure to close passenger railway communication with Russia, it is not easy to do, and not absolutely necessary.

Recall that Russia in 2014 the train was canceled in Ukraine, except for one thing — Moscow-Chisinau, through the Ukraine, he goes.

In “Ukrzaliznytsia” has repeatedly said that if the decision on a ban of transportation in Russia, the company will perform. “It is a political issue, and UZ does not affect this decision. We as a business entity operate within the law,” — said in an interview head of Department of passenger transportations of distant following “uz” Alexander Krasnoshtan.

However, there is complexity in this issue: on the territory of Ukraine trains not only the formation of the Ukrainian Railways. For example, through the country rides the train Saint Petersburg—Chisinau, and this train formed the Moldovan Railways.

“Closing the message with Russia, we will violate international agreements. Same story with the train Kiev—Baku, the train goes through a large part of Russia”, — said Krasnoshtan.

In addition, for the ULTRASONIC trains in Russia is very profitable. According to the state statistics Committee, Russia last year spent more than 4,37 million Ukrainians.

Ports in a state of war

With the Ukrainian ports is not the case. Immediately it should be said that, according to the Administration of seaports of Ukraine (ASD), to date, ports are working normally.

To understand the issue of marine “gates” should be back in 2014. Then the Russians thoroughly undertook the construction of the Kerch bridge. Many experts already feared that Russia, after construction of the bridge can block access to vessels in ports of the Azov sea — Mariupol and Berdyansk.

In order that the vessel came into the Ukrainian port of Azov sea, it must pass through the Kerch Strait. The incident, which occurred on Sunday, gave the opportunity to Russia to close the movement of ships.

As of Tuesday, November 27, 14 vessels expected to pass through the Strait of Kerch in the Ukrainian ports of the Azov sea. How much will they have to wait is not clear.

In fairness, it should be said that a similar situation with the closure of the Kerch Strait was in August of this year. Then it was closed for 3 days in connection with the installation of the arches of the bridge.

Whether Ukraine will lose the traffic?

First — is it going to open if the RF pass through the Kerch Strait.

Second — for cargo ships, the delay increases freight rate (the price of shipping). It includes two main components: cost of transport services and the average profit. Accordingly, due to problems with passage costs rise.

“Yes, we see that the freight has increased, the business knows it. This is because there is a delay of the courts. And with the delay, the freight is increased by a few dollars per ton,” explained acting Chairman of the ASPU Raivis Veckagans.

In addition, the current risks lead to an increase in the cost of cargo insurance. “There are risks that insurance companies will increase the cost of risk, and this will affect the freight”, — said the head of Department of reforming and functioning of sea and river transport of the Miu Alexander Basyuk.

What makes ASD?

Veckagans reported that ASD increased the level of security in their ports according to the ISPS code (the international code for the security of ships and port facilities).

“That’s all we can do today. This issue today goes to the legal realm. We execute orders regarding level of security and implement investment projects”, — said the head of ASD.

The investment projects Veckagans involves the dredging in the ports to the passport down to the end of 2019 and the construction of berths of the grain complex in Mariupol to support the region.

While in the situation with the military situation in Ukraine, a lot of variables and unknowns. Experts do not undertake to comment on this issue, because this issue “may be the secret nuances.” But in any case you should keep calm and Don’t Panic.
