MOSCOW, 17 Dec — RIA Novosti. A priority for Russia in relations with the United States — not to allow to ruin the Russian-American regime on arms control, particularly the Treaty on the reduction of strategic offensive arms (start-3) and on the elimination of intermediate-range and shorter-range nuclear forces (INF), the General Director of the Russian Council on international Affairs Andrey Kortunov.
“Our main task — not to allow to break up completely Russian-American regime on arms control. Now the most important thing is that finally collapsed the INF Treaty. Now it is important to have an agreement on the extension of the contract start-3. And, of course, cooperation between Russia and the United States on non-proliferation of nuclear weapons — not to destroy the nuclear deal with Iran. There is no way to reduce the level of tension on the Korean nuclear issue,” said Fyodor Lukyanov, at a press conference in MIA “Russia today”.
The analyst noted that the U.S. President Donald trump, “broke the algorithm of relations” between Washington and Moscow. He explained that earlier in USA bad spoken about Russia, but when you change the American leader hosted the summit between the parties, sometimes made attempts to improve relations of the countries, but now such steps are not observed. According to him, this, in particular, due to the fact that the crisis in relations between the US and Russia coincided with the very profound, unprecedented over several decades of internal political crisis in the United States.
Also, the analyst believes that the results of the first year of the presidency of Donald trump can be described as a disappointment. Year since the inauguration of the 45th President of the United States Donald trump is executed 20 Jan.
The Kortunov believes that relations between Moscow and Washington can be improved. “We can’t ignore the United States. Without American participation, a number of the most important international problems can hardly be resolved. However, we can’t go on unilateral concessions,” — said General Director of RIAC, noting the opportunity for communication in the framework of multilateral organizations such as G20 and APEC.
The INF Treaty was signed on 8 December 1987 during the visit of Soviet leader Mikhail Gorbachev in Washington. For the first time got laid the whole class of missile with a strike range of 500 to 1000 and from 1000 to 5500 kilometers, including rockets R-12 and R-14 that the USSR in 1962 had placed in Cuba, which provoked the famous Cuban missile crisis.
The start-3 Treaty, signed by Russia and the United States in 2010 and entered into force on 5 February 2011. It provides that each party reduce their nuclear arsenals so that after seven years in the future the total number of weapons did not exceed 700 Intercontinental ballistic missiles, ballistic missiles on submarines and heavy bombers, and 1550 warheads and 800 deployed and nondeployed launchers. The agreement binds Russia and the United States to exchange information on the number of warheads and carriers twice a year.
