SCCC was founded in September 2014 after the start of the Minsk talks. The center includes military observers, who are monitoring, and the fixing and suppression of violations of the ceasefire regime on the demarcation line in the Donbass. The posts are in the JCCC Donetsk airport, Avdiivka and Shirokino. Representatives of the center are also working with supporters of the breakaway Donetsk and Lugansk national republics.
