MOSCOW, October 3 — RIA Novosti. Washington will not be able to speak with Moscow from a position of strength and to continue cooperation, said the foreign Minister of Russia Sergey Lavrov, commenting on the suspension of the agreement with the United States on plutonium disposition.
Earlier it was reported that Russian President Vladimir Putin submitted to the state Duma a bill on the suspension of the agreement with the US on plutonium disposition.
Russia may renew the agreement in case of reduction of military infrastructure and the number of US forces located on the territory of NATO countries that joined the Alliance later 2000 years, and with the lifting of sanctions and the Magnitsky act.
Message To Washington
According to Lavrov, the suspension agreement was a necessary measure.
“Unfortunately, in recent years, the United States took a number of unfriendly towards Russia’s steps. In particular, under false pretenses Washington introduced large-scale economic and other sanctions against Russia”, — stated in the comments of Lavrov, who published on the Russian MFA website.
He recalled that the number of us troops at the Russian border is growing, and the US and its allies did not hesitate to declare the transition to a policy of “containment” towards Russia, even threatening attacks in Russian cities”.
“Our decision is a signal to Washington to try to talk with Russia from a position of strength, the language of sanctions and ultimatums and to continue cooperation with our country only in those areas where it is beneficial to the United States, will not work”, — said Lavrov.
Do not refuse obligations
The Minister noted that the unfriendly actions of the USA lead to the change of situation in the sphere of strategic stability.
He stated that it limits the possibilities for Russian-American cooperation in the field of nuclear arms reduction.
However, Lavrov stressed that Moscow did not renege on their commitments. According to him, the reduction in the number involved in the weapons programs of the nuclear materials will continue, and the Russian plutonium will not be used in them.
Moscow is ready to dialogue
Lavrov noted that the decision to suspend the agreement is not aimed at deteriorating relations with the United States.
According to the head of Russian diplomacy, if Washington will adjust its political line, Moscow will be ready to return to the agreement on plutonium.
To this end, Washington should completely eliminate the existing fault of the circumstances which led to negative changes in the political, military and economic balance in the world, said Lavrov.
