Russia headed the UN Security Council

UN, 1 Jul — RIA Novosti, Olga Denisova. Russia from 1 October becomes President of the UN Security Council. This month may end the process of selecting a new Secretary-General of the United Nations.

About 20 meetings

The first Council meeting will be held on Monday, October 3, will be agreed when the programme of work for the month. At the moment, as reported by RIA Novosti in the Russian mission to the UN, the planned order of 20 meetings. The main themes which the Council will take in October, there will be conflicts in Africa: the situation in Sudanese Darfur, the Democratic Republic of the Congo, Mali, Central African Republic, South Sudan, and middle East issues: Syria, Lebanon, Yemen. The quarterly open debate on the middle East scheduled for October 19.

Also on 25 October in the format of an open debate will consider the report of the UN Secretary General on “Women, peace and security”.

“The Central event of the Russian presidency will be a debate on 28 October, on cooperation between the UN and regional organizations: the Organization of collective security Treaty (CSTO), the Shanghai cooperation organization (SCO) and the Commonwealth of independent States (CIS)”, — said the Russian Embassy.

To choose

On 5 October the Security Council will be voting on the candidates for the post of UN Secretary-General in the new format. 21 July, Council members have already held five rounds of voting, the leader of which were former Prime Minister of Portugal, antónio Guterres. However, on 5 October, the ballots of the permanent and non-permanent members SB will differ in color. This will show whether the candidate support of the veto-wielding Britain, China, Russia, USA and France. The candidate for the post of Secretary General must be approved by a majority of votes of the members of the Security Council, 9 out of 15 and not have the “against” votes from the five permanent members.

“The Council will continue, and possibly complete, the process of developing recommendations to the General Assembly on the nomination of the new Secretary General of the UN,” — said in the Russian mission at the UN.

According to the results of the fifth ballot of 26 September, continues to lead Guterres. On the second place — eks-the Minister of foreign Affairs of Serbia, Vuk Jeremic, the third — the foreign Minister of Slovakia Miroslav lajčák. On the eve of the upcoming round of nine participating candidates joined by EU Commissioner Kristalina Georgieva, launched by the Bulgarian government. While the other candidate countries UNESCO Director General Irina Bokova also remains in the race.

Attention to Syria

Less than two weeks ago during the 71st session of the UN General Assembly, the attention of world leaders focused on the situation in Syria: “on the margins” of the HA have been two meetings of the International Syrian support group (ISSG) and the Ministerial meeting of the UN Security Council. To discuss the Syrian perspective goes to the UN almost on a daily basis and will continue in the Security Council.

In the work programme of the SB are traditionally three meetings on Syria — the political and humanitarian situation in the country, as well as on the process of chemical disarmament. However, due to the situation on the ground, the security Council members will meet in an emergency format, which has happened in previous months.

From 19 September in Syria expired cease-fire. The Russian side noted that it ran only from Damascus, and the opposition and various terrorist groups have used it to regroup. While in Moscow emphasize that the United States still has not fulfilled its obligations under the disengagement opposition from terrorist groups. On the same day, near Urum al-Kubra, North-West of the city of Aleppo was attacked a joint convoy of the Syrian Arab red Crescent (SARC) and UN humanitarian agencies. According to the UN, 18 trucks were destroyed, killing at least 18 civilians, including the head of the SARC in Urum al-Kubra.

However, UN humanitarian agencies deliver humanitarian aid in different parts of Syria, but from the beginning of July do not have access to the city of Aleppo, where fighting intensified between government forces and illegal armed groups. On 22 September the Syrian army command announced the beginning of military operations in the occupied Eastern terrorists in Aleppo and called on all civilians not to approach the places where militants and their command centers. Deputy UN Secretary-General for humanitarian Affairs Stephen O’brien announced yesterday that in the first days of the offensive in Aleppo, Syria more than 300 civilians were killed, over 700 wounded.

This week, French foreign Minister Jean-Marc Ayrault said that the UN Security Council will be invited to adopt a resolution to impose a cease-fire in Aleppo. He noted that those who did not vote for the resolution, will be involved in war crimes in Syria. French permanent representative to the UN Francois Delattr said Thursday that he began discussions with members of the Security Council on the draft resolution. Work on the document, expected to continue during the Russian presidency in the security Council.

On the chairmanship

The choice of the state President SAT among the 15 members of the Council is held in alphabetical order. The presidency of the Security Council — the UN organ responsible for maintaining international peace and security, lasts one month.

UN security Council comprises 15 States: 5 permanent and 10 non-permanent members elected for two years. At the moment, sitting in the security Council Angola, Venezuela, Egypt, Spain, Malaysia, New Zealand, Senegal, Ukraine, Uruguay, Japan. The permanent members of the Council are Britain, China, Russia, USA and France.

In September, the UN Security Council was chaired by New Zealand. Russia, in turn, November 1, will give the post to Senegal.
