On the eve of Titov appealed to Putin with a request to veto the “Spring package”, informing the President that the business concerned with the requirements that the law imposes Spring to the operators and the organizers of information dissemination in the Internet and storing user data.
“Anti-terrorism package” Spring Federation Council approved on 29 June at the last meeting of the upper house. Prior to this, the managers of MTS, “Megaphone”, “VimpelCom” (brand “Beeline”) and “T2 RTK holding (Tele2 brand) sent to the speaker of the Federation Council Valentina Matvienko the letter with the request to reject the bill. The senators refused to remove it from consideration.
The amendments require operators and Internet companies to store text messages, the conversations of users, as well as “images, sounds, video and other communications” up to six months. Spring, commenting on the complaints of the operators, said that the growth of tariffs for communication services because of the “anti-terrorism package” there is no reason. According to her, information about what document establishes the requirements by some amount of information storage is unreliable.
“Maybe there’s a desire to raise tariffs, and I want to find a palatable justification. Objectively no reason to rise in price no. Because in the law there is nothing that would lead to higher prices for anything,” — said Yarovaya.
The head of the Ministry Nikolai Nikiforov noted that the amendments to the “Spring package” will be developed in September-October. Ozerov said that if operators can prove the inevitability of a sharp rise in prices for their services, the senators can review the package of laws.
