According to Yeliseyev, during the telephone negotiations of leaders of “Norman Quartet”, which took place on the night of 24 may, an agreement was reached about the beginning of the approval procedure of the mission in the Donbass. Further consultations, as Elisha said, should have been held at the talks in Vienna at the level of permanent representatives of States-participants of the Normandy format. “Agreed to it and the Russian side”, — said Elisha.

In interview to Agency “Interfax-Ukraine” Elisha responded to objections to the findings of the mission as the police. “We have a clear record of all telephone conversations that include the consent of the President of Russia on the placement of armed police mission of the OSCE. The only thing I’ll point out that the leaders really did not discuss details because it is supposed to do experts and specialists”, — he said.
The Russian foreign Ministry said Wednesday that Russia did not consent to the placement of a paramilitary mission in the Donbass. “For discussion of these issues there are existing formats. First is the contact group that will meet in Minsk, and the OSCE, under which the relevant decision and must be accepted”, — said to “Interfax”, the state Secretary, Deputy foreign Minister Grigory Karasin.
