The Chinese shareholder of SIBUR is interested in the privatization of Rosneft

China’s Sinopec shows interest in the privatization of Rosneft, told reporters energy Minister Alexander Novak, reports “Interfax”. “It was declared, shall we say, interest in this issue,” he said. “Until we heard from partners that they are interested”, — he added. The representative of Sinopec has yet to respond to an inquiry by RBC.

The government of Russia until the end of 2016 plans to privatize 19.5% of Rosneft, retaining control (now the government through Rosneftegaz owns 69.5% of Rosneft). The Minister of economic development Alexei Ulyukayev said on 24 may that without this transaction it is impossible to fulfil the Federal budget for this year with a deficit of 3%. The consultant of the transaction will be the Italian Bank Intesa Sanpaolo. According to 16:15 GMT, 19.5% of “Rosneft” on the Moscow exchange was worth 661 billion.

Assistant to the President of Russia and Chairman of the Board of Directors of “Rosneft” Andrei Belousov said that he considered the main option for privatization of the company the sale of 19.5% stake to a strategic investor. This will allow you to get the maximum bonus from the sale, he explained.

Sinopec is the second in the world by revenue company, one of the largest integrated energy and chemical companies in China (72,5% from the state). In December 2015 it acquired a 10% neftekhimicheskogo of SIBUR holding for $1,338 billion (the head of FAS Igor Artemyev), and received the right to double its stake in the company for three years.

Sinopec is not the first Chinese investor who shows interest in privatisation “Rosneft”. China national petroleum Corporation (CNPC), which already owns 0,62% of Rosneft, is interested in increasing its stake in the company under condition of participation in its management company. The Chairman of the Board of Directors of CNPC Wang Yilin said in an interview with TV channel “Russia 24”. “In the case of capacity shares would be eligible to participate in the management of the company, of course, in full accordance with the acquired shares. Again, we expect that the format of participation and scope of authority will be reflected in the offer “Rosneft”, — said a top Manager.

According to the CNPC, the Chinese company will consider in detail the proposal for participation in the privatization of Rosneft, if it comes from the Russian authorities. The partnership with Rosneft to CNPC has strategic character and is an important element of cooperation between the two countries, he explained.
