The expert working group “Communication and information technology under the government of Russia criticized the “anti-terrorism draft” of amendments of deputies of the state Duma, which proposes to oblige the operators for three years to store the contents of calls and messages for all users (a copy of the opinion of experts is at the disposal of RBC). The group that includes mobile operators, large Internet companies and software developers, estimated the expenditures on the storage of these data at 5.2 trillion rubles, “what is the third part of the budget of the Russian Federation”, the document says.
The anti-terrorism package of bills on 7 April 2016 in the state Duma introduced Deputy Irina Yarovaya and Senator Viktor Ozerov. According to their proposals, telecoms operators and Internet service providers over three years will have to store and to provide the authorities with information about the committed subscribers of the calls and sent the messages and their contents. On Friday, may 13, the state Duma adopted the “anti-terrorism package” in first reading.
The initiative of deputies is technically infeasible due to the lack of data repositories, the experts of the working group. “Resources for initiative implementation (both technical and financial) the operators and providers not” — they indicate. In addition, experts fear violation of the rights of users to confidentiality of communication: due to the large array of data and possible access to them without a court decision there is a risk of information leaks.
Even if the amendments are adopted, state agencies will not be able to access most parts of the stored information, it is already half passed on the network traffic encrypted, but in three years its capacity will reach 90%, say the authors of the document.
The working group proposed to abandon the proposed amendments, by excluding them from the bill. Earlier, the government supported the bill but proposed to reduce the amount of information that the proposed store was noted in the opinion of the Cabinet of Ministers.

She agreed that in the adjustment of the document should include representatives of the telecommunications industry.
Telecom operators in April criticized the proposal of the deputies: representatives of MTS, “VympelCom” and “Megaphone” told RBC that the cost of execution of such rules would exceed their annual revenue.
