The government has offered to withdraw from competitions in the subsoil

Russian Deputy Prime Minister Alexander Khloponin proposes to abandon the tenders in the subsoil use. He said this, speaking at the Board of the Ministry, reports TASS.

“Perhaps we should abandon the notorious competitions, about which we talk so much”, he said, noting that the procedure of such competitions is “very corrupt and capacious design”.

The Minister of natural resources Sergey Donskoy, in turn, said that to reject such tenders will be difficult, and suggested the government to resolve this issue.

Earlier the Ministry of natural resources stated that it plans to amend the law “On subsoil”, according to which the auctions for the right of subsoil use with one participant will be recognized as valid. Under current law, if the auction involved one participant, he shall be declared as invalid.

At the moment the last of the largest proven deposits in the mainland, the license for which is still in the undistributed Fund of subsurface resources is Elginskoe field. As reported by RBC, to develop the field claims “Gazprom”, and therefore, the head of the company Alexey Miller appealed to the President of Russia Vladimir Putin with a proposal to draw up the tender documents for the development Elginskogo so that the license was “Gazprom Neft”.
