In the Federation Council propose to introduce criminal liability for insulting the national anthem of Russia. This was stated to journalists by the Chairman of the Committee of the upper house of Parliament according to the regulations Vadim Tulpanov, reports “RIA Novosti”.

According to him, the responsibility should be entered in cases where the offending distortion of a hymn of a public nature and is a campaign addressed to the public.

The proposal of senators was made after 8 April in Sevastopol during the opening of the first Congress of the public expert Council under the Governor of the city Sergey Menyailo during performance of the anthem of Russia on the big screen instead of the original text of the hymn appeared distorted. This information became public only on Saturday, April 9.

“I intend to raise the issue again about the preparation of amendments to article 329 of the Criminal code, which can protect the Russian anthem from abuse. For such deliberate provocation, like the one that happened Saturday in Sevastopol, the punishment should be appropriate,” he told reporters Tulips.

According to article 70 of the Constitution of Russia, coat of arms, anthem and flag are national symbols, but criminal punishment is provided only for insulting the national emblem and flag, recalled the Senator. Anthem protected by article 17.10 of the administrative code of violation of procedure of use of state symbols of Russia, for this offense faces a fine from three to 150 thousand rubles.

April 9, FlashCrimea Agency reported that the FSB Department in Crimea and Sevastopol began checking on the fact of incorrect execution of the Russian hymn at the Congress of public-expert Council under the Governor of Sevastopol. The incident, according to an unnamed source Agency, occurred the day before.
