Russian President Vladimir Putin on Tuesday, April 5, announced the submission of Federal service on control over drug trafficking (FSKN) and the Federal migration service (FMS) the Ministry of internal Affairs of Russia (MVD). The issue of merger of the FDCS and the Ministry of internal Affairs was discussed more than a year. The last few years, Federal drug control service tried to expand the sphere of its interests, in particular, the Agency wanted to monopolize the field of rehabilitation and socialization of drug addicts. Even the Federal drug control service has developed a national program that involves the Union under the auspices of about 500 FDCS available in Russian rehabilitation centers. They, as planned, were to have the opportunity to receive grants from the state to help drug addicts. Originally for these purposes the Federal drug control service requested from the state more than 150 billion rubles. Subsequently, the projected expenditure for the program was reduced to 1.5 billion.
The authority to provide financial and organizational support to NGOs rehabilitation Department has received in August 2014 by the decree of Putin. But to realize the program of Ivanov and did not work, because the Finance Ministry refused to allocate the money. What will happen with 7000 thousand employees of Federal drug control service reported in the state Department, is unclear. About layoffs in the Federal drug control service Putin at a meeting with representatives of the departments weren’t told, he simply stated that “the entire structure will be self-sufficient to work independently, but within the framework of the Ministry of internal Affairs”. What the structural subdivision will be created in the Ministry of internal Affairs in connection with the Federal drug control service, has not yet been announced. Before the creation of the Federal drug control service drug control in the Ministry of interior was elaborated by the Department for combating drug trafficking (GUBEN). The competence of the FMS until its liquidation was part of the issues of granting citizenship, issuing visas to enter Russia, issuance of passports to citizens of the Russian Federation, deportation and an entry ban for immigration law violators. The leadership of the Ministry consists of representatives of law enforcement agencies. Three of the eight deputies of the head of the FMS Konstantin Romodanovsky come from state security bodies, as he did, three more came from the interior Ministry.
In the FMS following the reduction in staff numbers in the summer of 2015 worked 36 thousand people. “The second option is that FMS will become, in essence, to the passport and visa centre at the Ministry of internal Affairs, which it was before. The function of control over migrants and regulation of migration then you need to give someone, because this the Ministry of internal Affairs was not involved,” adds Somers. According to him, the function of issuing patents to labour migrants can be given or regions, as in Moscow or the Ministry of labor.
After joining the Ministry of internal Affairs of the FMS in some degree realized his desire to expand the powers, says Postavnin. But these powers — an inquiry, interrogation, operational work — staff services, probably, do not need, I am sure Postavnin. Direct work with migrants, in his opinion, will deal with the police precinct, cops, etc., since the FMS will focus on passport and visa work.
