The leader “Fair Russia” Sergei Mironov, and deputies Mikhail Emelyanov Oleg Nilov introduced a bill that introduces the death penalty for crimes of a terrorist nature. The bill was registered in the electronic database of the state Duma.
The document introduces amendments to two articles of the Russian criminal code article 205 (terror act) and article 205.1 (assistance of terrorist activity). As one of the penalties for committing crimes under this article, the deputies propose to introduce the death penalty.

“I would like to recall the words of Romain Rolland: “sorry for the executioners becomes a cruelty to the victims”. Organizing and committing these crimes, aiding and abetting of these crimes deserve the most severe punishment, up to physical destruction of the perpetrators. For the purpose of correction such criminals, probably, there cannot be, and the punishment should be adequate to the degree of public danger of the acts committed and serve to prevent the Commission of this crime category in the future”, — stated in the explanatory Memorandum.
The proposal of the “Fair Russia” to return the death penalty to punish the terrorists and their supporters, from the mouth of the leader of the party was heard from 20 November to urgently convened meeting of the Federal Assembly. It took place after the terrorist attack on Board the Russian aircraft A321 and a series of attacks in Paris.
Then press Secretary of the President of Russia Dmitry Peskov called the death penalty “extremely complex” and reminded about existing at the moment the moratorium.
