In the state Duma a draft law providing for criminal liability for inducing the athlete to the doping. It is available on the website of the lower house.
Coaches or specialists in sports medicine that predispose athletes to take doping, the document suggests to punish the penalty to 500 thousand rbl. the Alternative is to pay a fine in the amount of wages or other income of a given convict for a period up to six months with deprivation of the right to occupy certain positions.
If the same offence is committed by a group of persons upon a preliminary collusion, or against a minor athlete or the athletes, or the act is committed with application of violence or with threat of its application, it shall be punished by a fine of up to 1 million rubles. Alternatively, for such violation will be invited to nominate up to 1 year of imprisonment.
A prison sentence of three to five years with deprivation of the right to occupy certain positions for up to seven years or without such, it is proposed to introduce for the use of doping by a coach in relation to athlete without his knowledge.
All these acts shall be punished by a term of ten to fifteen years of prison with deprivation of the right (or not) to hold certain posts for up to twenty years if they inadvertently led to the death of the athlete or other serious consequences.
The authors of this bill made by the head of the Duma’s sports Committee Dmitry Svishchev (LDPR), the first Deputy head of the Committee Marat Bariev (United Russia), and also the Deputy from “United Russia” Ildar Gilmutdinov.
A similar bill, the author of which was the United Russia Ildar Gilmutdinov, has been submitted to the state Duma in the end of last year. Profile Committee of the Duma recommended the author to modify the text, but the government, according to the MP, sent a negative review. The MP withdrew the bill on March 9.
On March 21, the state Duma was introduced a bill that establishes penalties for doping doctors, athletes and coaches. The penalty for drug use, or attempted use 30-50 thousand rubles as a fine athlete, coach, or specialists in sports medicine, for falsification or attempt to falsify an element of doping control. The collection of the same size is set for the distribution of doping.
Fines are established for cases that do not contain criminal offence, is noted in the document.

On March 21, the source of the Agency “R-Sport” reported earlier that in the first two months of this year, 40 doping tests Russian athletes was positive. In tests it was discovered the drug Meldonium, which, as of 1 January 2016 is prohibited for use by athletes. Source Agency stressed that the situation involved athletes from more than ten sports.
Among those caught in the use of Meldonium — tennis player Maria Sharapova, runner Nadezhda Kotlyarova Olga Vovk, figure skater Ekaterina Bobrova, swimmer Yuliya Efimova and a number of other athletes.
